The sixth annual Head of the Public Service Award (HOPS) ceremony was held on 01 December 2003 at the Hilton Lac-Leamy in Gatineau, Quebec. An award in the Excellence in Service Delivery category was presented to the team assigned to investigate the crash of Swissair Flight 111 off Peggy�s Cove, Nova Scotia, on 02 September 1998. The award recipients are Vic Gerden, Larry Vance, Jim Foot, Mark Clitsome, John Britten, John Garstang, Lee Garstang, Doug McEwen, Randy Vitt, Louis Landriault, Don Enns, Elaine Summers, Gus Sidla, Cynthia Hirtle, Ted Parisee, Andr� Turenne, and Manny Soberal.

The Head of the Public Service Award was initiated in 1998 by the Clerk of the Privy Council as an opportunity for the Privy Council Office and the Treasury Board of Canada Secretariat to recognize exemplary performance by federal public servants. The program is unique in that nominations can be made by any public servant in honour of the accomplishments of their peers and co-workers, regardless of level or department/agency. The objective of the HOPS is to reinforce the Government of Canada�s unshakable commitment to better serve Canadians, by showcasing the high quality of service provided by public servants and to officially honour the recipients and formally express pride and gratitude for their hard work and dedication.

This year, 129 individuals and groups were nominated for the award. During the ceremony, 20 awards were presented to 414 federal public servants, as individuals or as members of project teams, for outstanding service in seven different categories:

Excellence in Service Delivery
Excellence in Service Transformation
Collaborative Working Relationships
Excellence in Policy
Valuing and Supporting People
Values and Ethics
Official Languages

Recipients were presented with a trophy, a certificate, and a pin symbolizing their effort, innovation, and accomplishments as members of the federal public service.

�Those we are honouring today are leaders in their respective fields and are examples of what the Public Service of Canada strives for: loyalty, integrity, energy, enthusiasm, and excellence,� said Alex Himelfarb, Clerk of the Privy Council, Secretary to the Cabinet, and Head of the Public Service. �It gives me great pleasure to publicly recognize these outstanding women and men who contribute on a daily basis to provide the best possible service to Canadians.�
