After months of speculation -- not to mention probably some pleading and outright begging -- the Bush administration has finally come up with a victim, uh ... <cough> ... "candidate" to lead the nation's federal administration of aviation. Marion Blakey, chairwoman of the NTSB, was reported yesterday to be President Bush's choice for next administrator of the FAA. An official announcement is expected this week. Blakey, if confirmed, would replace Jane Garvey, whose term expires August 4. Blakey was named safety board chair last September, and before that held various government posts and ran a public affairs consulting firm. ...TO HEAD "DYSFUNCTIONAL" AGENCY On Tuesday, as the news about Blakey was hitting the Internet, the House Aviation Subcommittee and current FAA chief Garvey were deep into a hearing about the FAA's organizational problems. "It's time we looked at fixing this vital agency's dysfunctional structure," said U.S. Rep. John Mica (R-Fla.), chair of the subcommittee. Among other things, Mica suggested that ATC management should be separate from the rest of the agency. Garvey also proposed several structural changes, and Mica thanked her for her five years of service. "[Garvey] has unquestionably been one of the best FAA Administrators, and has done as much or more than any other Administrator to ... restore relations with the aviation community and the Congress," Mica said.
